Lockout/Tagout Written Procedures

The OSHA Lockout/tagout standard, which became effective on Jan. 2, 1990, requires that all general industry employers prepare written lockout/tagout procedures for the isolation and control of hazardous energy sources.

Numerous Procedures Required

Although a general, generic lockout/tagout procedure may be used for controlling hazardous energy sources when only one energy source and/or one energy isolating device and lockout/tagout device is involved, multiple energy source lockout/tagout requires separate procedures. Most employers must prepare numerous individual lockout/tagout procedures describing the proper lockout/tagout methods and techniques. Some facilities may require hundreds of lockout/tagout procedures.

Procedure Preparation

CTJ Safety Associates can effectively prepare the initial procedures and train employers to prepare the procedures in the future. Our experience in the area of lockout/tagout offers you a cost-effective alternative to the time-consuming job of writing them yourself.

The Role of CTJ Safety Associates

Our role is to prepare the draft procedures for employer approval. This ensures prompt, effective preparation at a reasonable cost.

The overall CTJ Safety Associates Lockout/tagout procedure plan involves 6 steps including:

Step 1 — FACILITY VISIT

The facility lockout/tagout program is reviewed and preliminary equipment/process analysis conducted. (One consulting day.)

Step 2 — EQUIPMENT/PROCESS ANALYSIS

A CTJ Safety Associates safety professional, with the assistance of an employer maintenance/electrical/engineering representative, reviews the procedures and equipment for locking out specific servicing and maintenance jobs. We can typically review from 8 to 18 jobs per day depending on the complexity of the equipment and jobs.

Step 3 — PROCEDURE PREPARATION

Following the on-site equipment/process/job review, CTJ Safety Associates will prepare draft lockout/tagout procedures for your approval. These draft procedures will be recorded on computer diskette or CD-ROM for your future use. Normally the lockout/tagout procedure preparation requires one day for each day at the site in step 2.

Step 4 — PROCEDURE DISK APPROVAL

CTJ Safety Associates provides each employer with a printed copy of each procedure, as well as the procedure in an electronic format. The procedures must be reviewed and approved by the employer prior to use. Each procedure manual includes a generic lockout/tagout standard compliance manual and procedures index.

Step 5 — TRAINING

A CTJ Safety Associates safety professional visits the employer's site and conducts four (4) one-hour employee lockout/tagout training sessions and one (1) two-hour session concerning procedure administration.

Step 6 — INFORMATION/ASSISTANCE

CTJ Safety Associates continues to advise and assist employers concerning their lockout/tagout procedures via telephone contacts, and written response to questions.
